Savlar Penitens

Savlar, charted as Savlar Penitens, is a toxic penal world a short Warp-jump from Armageddon, valued for its chemical deposits and convict manpower. The deposits lie on its volcanic moons. The Imperium regards the world’s inmate population as a resource it is prepared to expend.

Savlar failed to meet its tithe in M39, the thirty-ninth millennium. In response, the Adeptus Arbites, the Imperial law-enforcement body, filled the mines with convicts. The Arbites subsequently found that these inmates would fight if offered loot and threatened with being sent home.

The Chem-Dogs still go to war in rebreathers, because withdrawal is regarded as worse than the enemy. Savlar’s standing rests on this dual function: it supplies raw chemical material and a source of disposable combatants.
