Argon Prime’s Astra Militarum general staff declared a state of emergency after the first decades of warpsurge isolation and never stood that decree down. The hive world founded a Guard regiment that kept order while the Balthar System stayed cut off. Centuries later the temporary measure had hardened into a full military dictatorship sworn in the Emperor’s name. When Caligari Conclave reclaim missions finally reached the system, they found the hives still under that staff rule rather than a restored civilian Administratum.
