Emergency dictatorship of Argon Prime
The emergency dictatorship of Argon Prime was military rule that developed from a state of emergency its Astra Militarum general staff never rescinded. Argon Prime is a hive world in the Balthar System, and the regime governed its hives under the authority of the Astra Militarum, the Imperial Guard. The general staff declared the emergency after the first decades of warpsurge isolation, during which the Balthar System remained cut off from the wider Imperium. The hive world founded a Guard regiment that kept order throughout the period of separation. The decree was never stood down, and over the following centuries the temporary measure hardened into a full military dictatorship, sworn in the Emperor’s name. When Caligari Conclave reclaim missions finally reached the system, they found the hives still governed by the general staff rather than by a restored civilian Administratum, the Imperial civil bureaucracy. The arrangement thus outlasted the isolation that had prompted it, and it remained the form of government on Argon Prime at the time of contact.
