Nicaea

Nicaea is a planet of the Segmentum Solar, known to history chiefly as the venue of a single, momentous gathering during the opening phase of the Horus Heresy. Little else concerning the world’s geography, population, or governance is commonly attested; its historical significance rests almost entirely upon the events it hosted rather than any intrinsic strategic or economic importance.

It was upon Nicaea that Malcador the Sigillite, acting on the authority of the Emperor of Mankind, convened the Council of Nicaea, a formal conclave assembled to determine whether the practice of sorcery and the use of psychic powers should continue to be tolerated within the Legiones Astartes. The debate arose from long-standing unease among several Legion commanders, and from the example of the Thousand Sons, whose primarch Magnus the Red made extensive and open use of psychic arts. Representatives of the Space Marine Legions and the Imperial court attended, and the Emperor himself is recorded as having presided over portions of the proceedings.

The council concluded with the promulgation of the Edict of Nicaea, which sharply curtailed, though did not wholly abolish, the sanctioned use of psychic power by Librarians within the Legions. The edict proved a lasting source of resentment among the Thousand Sons, and its subsequent breach by Magnus the Red — who employed forbidden sorcery to warn the Emperor of Horus Lupercal’s treachery — was later cited as a pretext for the Space Wolves’ assault upon Prospero. In this manner, a decision reached upon an otherwise unremarkable world became entangled with the wider unravelling of the Imperium during the Horus Heresy.
