Council of Nikaea
The Council of Nikaea was a formal conclave convened by the Emperor of Mankind to judge the Space Marine Legions’ use of psychic power. It was held on Nikaea, a remote, still-forming world ordered terraformed and prepared for the gathering, in the late years of the Great Crusade, and presided over by Malcador the Sigillite in the Emperor’s name. Psykers, individuals born with innate psychic ability, had grown increasingly prominent within several Legions through Librarius formations, none more openly than Prospero’s Thousand Sons under their primarch, Magnus the Red. Encounters with xenos and human sorcerers whose powers echoed the Librarius unsettled the wider Imperium, and Leman Russ of the Space Wolves, after witnessing a Thousand Son succumb to uncontrolled mutation on the world of Shrike, became the most forceful voice demanding the practice be curbed. Mortarion of the Death Guard, drawing on his own dealings with sorcery on Barbarus, and other primarchs including Corax and Rogal Dorn, who declined to field Librarians alongside their own Legions, added to the pressure until the Emperor himself agreed to arbitrate. The chamber built for the occasion, a vast amphitheatre carved from a hollowed stratovolcano and designed by Perturabo, was ringed by the Adeptus Custodes and the psychically silent Sisters of Silence, with a strong company of Space Wolves present as a further guarantee against disorder. Magnus the Red’s own presence at Nikaea is recorded inconsistently between accounts; some hold that he did not travel to the world in person, leaving his Chief Librarian, Ahzek Ahriman, to lead the Thousand Sons delegation and argue for the continued study of the warp before an assembly Ahriman himself found foreboding. The debate weighed reports of psychic mishap and corruption against the tactical and divinatory value the Librarius had shown across the Crusade, with Russ pressing hardest against unregulated sorcery and Prospero’s delegation pressing hardest for its defence. The Emperor’s judgement, delivered at the Council’s close, produced an edict that banned sorcery outright, placed the Librarius of every Legion under strict restraint, and instructed Magnus directly to halt his Legion’s practices on Prospero. Magnus did not comply, a defiance that hardened the rift between Prospero and the wider Imperium and fed directly into the catastrophe that followed at the Burning of Prospero. The year of the Council is commonly given as around 001.M31, in the last years of the Great Crusade, though the wider chronology of the event is not fixed with certainty. Nikaea’s name became fixed in Imperial memory as the world where psychic practice was formally restricted, its edict cited long afterwards as the origin point of Librarius doctrine and discipline. The planet later served as the setting for a second, unrelated confrontation, when a search for a shard of Magnus’s shattered essence drew the Thousand Sons and the Space Wolves back to the same ground, reopening old enmities on the world where the original prohibition had been handed down.
