Belisar

Belisar is an Imperial hive world, a world dominated by vast enclosed cities, within the Belisar System of the Cadian Sector in Segmentum Obscurus. Late in the 41st millennium, during the 13th Black Crusade, an army of the Emperor’s Children, led by Lucius the Eternal, slaughtered its population.

Echoes of the massacre persist within the warp, the dimension through which starships travel, making passage to and from Belisar hazardous for any Navigator, a mutant psyker who steers vessels through that dimension, not fully in command of his faculties. Unable to leave the world unpopulated, the Imperium has begun shipping in new colonists, and chemical suppressants have been issued in an attempt to reduce the number of suicides.
