Drazak

Drazak is the Bone Kingdom in the Ghoul Stars, a tomb world whose streets belong to Flayed Ones tearing over scraps of meat. Valgûl the Fallen Lord is the one Necron still sane enough to rule them, and when the larders run dry he declares a Time of Bounty and raids neighbours for gore. This is Flayer-virus country, not a Destroyer-cult world. Sautekh would rather the kingdom stayed bottled in the northeast dark.
