Nikaea
Nikaea is a terraformed world where the Emperor convened the Council of Nikaea, an assembly of the Legions on the use of psykers, late in the Great Crusade. The Emperor is recorded as having reshaped the planet for the purpose, and the proceedings took place in a purpose-built amphitheatre. The site was chosen for the gathering rather than for any earlier strategic or economic value, and it is remembered chiefly for what was decided there.
The question before the assembly was whether psykers, and the Legions’ own psychic practitioners in particular, should continue to be employed. Magnus the Red of the Thousand Sons, whose Legion relied most heavily on such practice, was the principal figure whose conduct was at issue. The Council concluded with an edict that prohibited sorcery, placed the Legion Librarius establishments under restraint, and instructed Magnus to cease his practices. Magnus did not comply. Accounts differ on how far the edict was observed elsewhere in the Legions, but its issue at Nikaea is treated as a fixed point in the run-up to the Horus Heresy, and as one of the events that set the Thousand Sons at odds with the Emperor’s authority and with several of their fellow Legions. The Space Wolves under Leman Russ are among the forces later tradition connects with the enforcement of that judgement.
On the Orrery map and timeline, Nikaea binds a single place to a single, well-defined moment: the Council of Nikaea, in the closing phase of the Great Crusade and shortly before the open outbreak of the Heresy. Its contemporaries in the surrounding narrative are the Primarchs who attended or were affected by the ruling, the Thousand Sons and their Librarius, and the Space Wolves. The edict is best read alongside the later fall of Prospero and the estrangement of the Thousand Sons from the Imperium, which followed from Magnus’s refusal to comply.
Nikaea later became the setting for a second confrontation. A search for a shard of Magnus drew the Thousand Sons and the Space Wolves back to the same ground, so that the world is associated both with the restriction of psychic practice and with the renewed conflict between those two forces. Beyond these two episodes, little is firmly recorded of the world’s history or present status, and it is not known to have served as a garrison, industrial or population centre. Its importance is symbolic and narrative: it is the place where the Imperium’s policy on psykers was formally stated, and where the consequences of that policy were later tested again.
