Malcador the Sigillite was Regent of Terra, First Lord of the Imperium, and the Emperor’s principal administrator in the Great Crusade and Horus Heresy.
He organised enduring Imperial instruments including early forms of the Administratum, the Officio Assassinorum, and precursor structures of the Inquisition and Grey Knights, and directed the Knights-Errant. At the climax of the Siege he sat the Golden Throne so the Emperor could board the Vengeful Spirit, and the strain killed him.
Terra remained his seat throughout. Later Imperial bureaucracy and the Inquisition still operate within frameworks attributed to his wartime designs.
