Igori is First among Fabius Bile's gland-hounds, a New Woman built on watered gene-seed and a necklace of Astartes teeth. She was not the first vat. She was the one who lived long enough to run the pack, kill Oritz for the challenge, and teach grandchildren how to hunt.
