Asdrubael Vect is Supreme Overlord of Commorragh, archon of the Kabal of the Black Heart, a former slave who turned the Dark City into a machine that only works if he is the operator. The Fall made Drukhari. Vect made them a hierarchy.
He survived the Night of Revelations by quarantining a daemon flood and then hiring everyone except himself to kill Yvraine. Openly moving would admit a threat. Vect does not admit threats. He budgets them.
The Dark City has no emperor. It has Vect, which is worse, because emperors die and this one has been the same problem since the Webway first learned his name.
