Asterion Moloc is Chapter Master of the Minotaurs, the High Lords' favourite blunt instrument, a brass-clad killer in Terminator plate who treats other Chapters as problems that can be reduced to rubble if the Senate so orders. He does not debate. He arrives.
Badab learned that. So have successor Chapters that thought autonomy was a right rather than a privilege Terra could revoke. Moloc has died in the records more than once and then failed to stay dead, which is either propaganda or a warning about how the Minotaurs replace their masters.
The bronze mask is the diplomacy. Everything behind it is the policy.
