Jemulan Noyan-Khan was the lord of the White Scars’ Horde of the Earth and a Chogorian native of the Palatine’s Empty Quarter. He did not make the steppe way of life a matter of religious devotion. His Legion nevertheless came close to being lost to men who did.
He deferred to the lodges for longer than was prudent and committed himself late. When the coup began, he sided with Shiban against the faction of Hasik. In doing so he acted as a Noyan-Khan, placing the Khagan’s authority above that of the brotherhoods. The decision did not preserve him. He was dead by the fourth year of the Heresy, one more ordu-lord lost before Terra required the Hordes to be intact.
The Horde of the Earth continued to campaign after his death. Chogoris produced brothers who fought one another over the meaning of loyalty, and the survivors afterwards treated such conflicts as unremarkable. The Empty Quarter did not furnish a successor of comparable patience.
