Jemulan Noyan-Khan was lord of the White Scars Horde of the Earth, a Chogorian from the Palatine's Empty Quarter who never turned the steppe into a religion and still almost lost his Legion to men who had. He listened too long to the lodges, then chose late rather than never.
When the coup actually started he sided with Shiban against Hasik's faction, a Noyan-Khan putting the Khagan back above the brotherhoods. It did not save him. He was dead by the fourth year of the Heresy, another ordu-lord spent before Terra needed the Hordes intact.
The Horde of the Earth kept riding. Jemulan did not. Chogoris produces brothers who will kill each other over what loyalty means, and then the survivors call it weather. The Empty Quarter did not send a replacement with his patience.
