Galenus is Captain of the Ultramarines 5th Company, the line officer who wants scouts in the battle line where he can see them. During the Bloodborn invasion of Ultramar he and Epathus held Quintarn against Votheer Tark's Dark Mechanicus factories until Telion went around him and killed the forges.
He is not a fool. He is a captain who thinks the Codex is a shared language, not a menu. Cassius had to talk him into letting the 10th Company do 10th Company work.
Macragge promotes men like Galenus because someone has to hold the ordinary war while the heroes take the corners. He is still holding it.
