Roboute Guilliman is primarch of the Ultramarines and author of the Codex Astartes, a statesman who built Ultramar as a working civilisation rather than a trophy. He treated conquest as the start of government, not the end of it.
The Word Bearers wrecked him at Calth. He raised Imperium Secundus when the Ruinstorm cut him from Terra, then arrived hours too late for the Siege. Fulgrim put him in stasis for ten millennia. Cawl and Ynnead woke him after Cadia fell.
He walks again as Lord Commander and Imperial Regent, trying to hold a worse Imperium than the one he remembers. The Indomitus Crusade is his answer. He does not like what his father has become.
